New J&K Film Policy Means Business, Opportunities For Valley

With this policy, the state government is aiming for the overall growth of the J-K film Industry and has made up the Jammu and Kashmir Film Development Council. Apart from this, the government is going to revive the closed cinema halls, upgrade the already existing theatres, encourage multiplexes and cinema halls, marketing of famous destinations, organising festivals, preservation of JKFilms, etc.

Jammu and Kashmir Lieutenant Governor Manoj Sinha has recently launched the new Union Territory’s Film Policy intending to encourage Indian filmmakers to shoot their movies and web series and also to provide employment for the people of the State. 

Manoj Sinha took to Twitter and wrote, “Among one of the best in the country, the New Film Policy will transform Jammu Kashmir into the most preferred destination for the Entertainment Industry, reviving J&K’s halcyon days of being a cinematographer's delight and bringing back the Golden Era of film shooting in J&K.” 

He added, “Govt has set up Single Window Clearance Mechanism; prepared equipment, location and talent directories, besides offering Fiscal Incentives for filmmakers coming to the UT. The new policy aims at maximizing the potential of promising local talent and creating livelihood opportunities for many.

And also avail the host of fiscal incentives, world-class facilities offered by the J&K Govt, Sinha added in his tweet. 

Atul Mohan, Film Trade Analyst said, "Kashmir, we all know if you can find heaven on earth, you'll find it here. Earlier, because of all the tension we had in the State, and for security reasons also, filmmakers used to go to Switzerland, and they used to shoot in Manali or Himachal and show it as Kashmir. However, now they've found an alternative to beauty i.e. Switzerland, Austria." 

One more good thing about the policy is that they have decided to revive the cinema halls and provide assistance if someone wants to open cinema halls in the region and filmmakers can take advantage of the subsidy that comes under this scheme, Mohan added. 

Talking about the initiative, Mohan said "It is a very good initiative by the Jammu and Kashmir authorities, and it will give a new dimension to the State. This will also provide local employment, filmmakers can hire local people as an assistant, spot boys, technicians and anything required to build up a film set. The local people will get a good sum of money like 1-2 thousand per day and long days of shooting will be more beneficial to them."

Danish Khan, Owner of Hami Asto Productions which arranges shoots in the Jammu and Kashmir areas said that this is a great step by the government to encourage Indian filmmakers to shoot films here. Khan said, "There was an event recently held, where film producers from Bollywood and South Film Industry were also present and all the inputs were also considered before the final policy. Basically, this policy means more shooting days with more number benefits."

A film like URI which was supposed to be set in Kashmir but shot in Serbia and Georgia, because of the facilities and comfort filmmakers get in a foreign country, but you do not need that anymore because this film policy allows you to choose the original location and get complete support from the government. There is no need to go somewhere else in the world and set up Kashmir there. Filmmakers just have to shoot in Kashmir and avail their policy benefits by shooting in the State, he added.

Keeping the future of the J & K Film Industry in mind, we are bringing in a unit (the film shooting equipment). Khan added, "Hami Asto Productions is the first production house which is bringing unit meaning equipment which will be available in Sri Nagar from this month to make them comfortable. So, the film crew just have to travel here, and it will be easy to shoot there."
